2008 MdQI Awards of Excellence

Award Nomination Process

 

            We introduce you to this standardized process for submitting project nominations and the methods used for development of a short list of the projects designated for MdQI Awards.  There will be no more than three projects short listed per award category.  This process will assist judges in selecting the winning projects and improve the recognition phase of the awards ceremony at the annual MdQI Conference banquet.

 

The Awards Process begins by State and Local Agencies and Firms submitting nominations to MdQI Sponsoring Agencies in one or more of the following award categories:

 

Engineering

  1. Planning – Studies/Public Involvement
  2. Public Agency In-House Highway Design
  3. Public Agency In-House Structure Design
  4. Public Agency In-House Environmental Design
  5. Consultant Highway Design
  6. Consultant Structure Design
  7. Consultant Environmental Design
  8. Context Sensitive Project Development (If you check the box on the Nomination Form for this Category, a Separate Application will open for Context Sensitive Submittal)

 

Construction

  1. Major Roadway (over $10M)
  2. Minor Roadway/Resurfacing (under $10M)
  3. Structure – New/Rehab (over $5M)
  4. Structure – New/Rehab (under $5M)
  5. Traffic and Safety  - Includes Geometrics and Roundabouts
  6. Landscape/Streetscape
  7. Environmental – Stand alone or part of a project
  8. Partnering (If you check the box on the Nomination Form for this Category, a Separate Application will open for Partnering Submittal)
  9. Subcontractor
  10. DBE/MBE
  11. Material Manufacturing/Supplier

 

The Sponsoring Agencies will review and forward nominations to the MdQI Awards Committee.  The minimum criteria that must be met before the Awards Committee will accept a nomination are:

 

  1. Nomination must be submitted by a MdQI Sponsoring Agency
  2. Project must have construction substantially complete or accepted for maintenance in the Fiscal year July 1, 2007 to June 30, 2008.  Projects that won an award last year for a category cannot be resubmitted this year.
  3. Projects must be constructed in Maryland.

 

 

The Awards Committee will select no more than three projects as finalists for each award category. The projects selected as finalist will be evaluated for the following criteria in determining the project winner in each category:

 

  1. Meeting Project Milestones
  2. Meeting Project Budget
  3. Meeting DBE/MBE Goals
  4. For Engineering Projects
    1. Owner Directed/Designer Changes
    2. Design Error or Omission
    3. Innovative Approaches
    4. Stakeholder Involvement
  1. For Construction Projects

a.       Any Penalties assessed

b.      Any VE Proposals submitted

c.       Any Incentive/Disincentives

d.      Any Liquidated Damages

e.       Any Claims

f.        Partnering effort

 

Project finalists will be announced prior to the Awards Banquet at the annual MdQI Conference. The project winners in each Award Category will be announced at the Awards Presentation during the Conference Banquet.

To submit a project, procede to the form “2008 MdQI Award of Excellence Application”.  Complete one form for each project/category group.  Forward completed forms to the representative of the appropriate sponsoring agency by email, or you may submit a hardcopy of the form by mail, or use direct delivery.

 

A project may be nominated in more than one category, but a separate form must be completed for each category.

 

The nomination form should be submitted to the Sponsoring Agency by August 15, 2008.  The Sponsoring Agency will review and, if accepted, forward the nomination to the MdQI Awards Committee by September 2, 2008.  The Award presentation will be at the 2009 MdQI Conference.
